Is it possible to get multiplication of frequency without using PLL/DLL?

What is the frequency ?
At MHz ranges you can use simple frequency dopplers, tripplers...

It may be any frequency.

can we use these frequency doublers, tripplers at "khz" ?

for KHz region, if square-wave you can use both edge of the signal to make a freq. doubler.  for sine wave signal you can use synchronous-OSC to dobule, tripple it.
