Got the same board. There are examples for IAR, KEIL and some other tool, which I can't remember. However, I suggest You using IAR. Take the example zip file from ST.com, there are about 10 examples with that board fully working with full development environment setup.

The suggested (by ST) GCC platform for the STM32VL-Discovery is the Atollic Suite.
However i have been using Codesourcery-Lite without problems.

You will loose the onboard debugging facility if you doesn't use one of the ST suggested Suites.
But as i'm primarily running Linux , witch ST doesn't support for debugging anyway , it'l make no difference for me. And Codesourcery produces nice code.
I'm looking into doing some "Tricks" with the Value board. :-)

Btw: The Keil supported GCC platform usually is Codesourcery.

Did You check ST-Discovery page? They give some examples there. Also check the Peripheral Library from ST, You can adopt that code examples and libs to Your project easily.

Btw, somehow Keil examples are not working when debuging. Keil debug crashes when started. No problems with IAR.
