I'd go for uCLinux (http://www.uclinux.org/ or http://www.uckernel.org/). It's been ported for ARM, it has strong user base and a decent portfolio of evaluation boars exists.
There are couple of other Linux/ARM projects around, try to put "cross compile arm linux" phrase in Google and you'll see.
