It seems the R15,diode and  R16 decide time of high and low logic
I'm thinking how to use single power supply op amp.
a 9V battery I will use, and divide into +4.5 and -4.5v.

I guess u wanted to say R17 instead of R16 as I can't figure out where R16 is. I forget to mention that this circuit is for sawtooth really but u can modify it for triangle by just adding a diode in series with R17 reverse biased regarding the 1 in series with R15. So u can control the rise and fall times separately and if u make R15 and R17 equal u'll get a triangle wave. For a single supply operation, as though I haven't tried, the output should swing between 0V and 9V instead of -5V and 5V but not sure really!

Can't you just use a programmable constant current source, then simply measure voltage at a particular time?

Q=CV

C=Q/V

Q=IT

C=IT/V
