Plug your TFT LCD monitor into your PC, double-click on the film clip, and enjoy?
Maybe you should give some detail on what you have and what you want to do.

said is the easy way
You also can build your own videoplayer with lot's of programming and microchips but to be honest it's not worth it.
If you need to do it mobile, just use a small netbook and connect it with your screen. Otherwise you can use one
of those fancy UNIVERSAL MEDIAPLAYER devices. They can be connected to almost every screen and play various
video formats from USB stick or SD card.

Qualcomm MSM6550 might be overkill, but it will do what you want. As others have said, slaving a device with the drivers should be a lot easier (write an Android app and do everything from a smartphone and its USB interface, for instance)
Hopefully can get a lot of Qualcomm app notes and download existing code for this app of yours. Please share once you get it working....
