I  need to implement USB to RS232 full converter to my board.
I have two options FT232RL and CP2102.

Which one do you suggest?

I would use FT232RL or PL2303 witch both are supported by the Linux kernel by default (I have used both of them in some applications).

This are integrated circits whitch convert USB communications to RS232 communications ,all outputs are TTL level. If you need connections directly to PC you also need MAX 213 ( this is TTL to RS232 level converter.

I have got qoutation for Silabs CP2103-GM 100 pieces for 2,38 EUR each without tax.
Is this price OK?

I am in big trouble because of my laptop. there is no serial port. so i cant connected my serial device.
help me step by step with circuit and program.

Buy USB to serial converter ( every store with computer stuff must have it.) and your problem will desepire. ;)
But if you would like to make it , you need to know how to do PCB , you must have solder station to solder
components , etc......

Just help me with the circuit schematic with FT232RL. is there need any software or driver in the operating system?

you can use pic18f4550 or similar microchip controller. It has free CDC stack so you can use it as UART to USB converter.
Second option is to use TI's TUSB3410
