This are integrated circits whitch convert USB communications to RS232 communications ,all outputs are TTL level. If you need connections directly to PC you also need MAX 213 ( this is TTL to RS232 level converter. But if you would like to make it , you need to know how to do PCB , you must have solder station to solder components , etc...... It`s on you . ...
