you can get free samples from the manufacturers well some of them I got samples from Microchip, linear

just try it, tou have got nothing to loose

has for free dev kits I don't thin they wiil go that far

I'm in doubt that you'll find a development kit for free. maybe on a contest or at school...

get microchip PIC sample free, or buy an AVR MCU chip, build simple parallel port ISP by yourslef. (just one connector and 4 or 5 resistor for AVR) download free version of software, and you have an development kit almost free.

Chip need programmed too If you like it make to work. Keywords- Winavr, avrdude, AVR Studio, bibinjohn. Warning for work right with PC parallelport!
