There is a new low cost ($150) spectrum analyser which seems ideal for pre-compliance testing of products.

I have just bought 1 Tinysa (100kHz-960MHz) and 2 of the the brand new Ultra version (100KHz-6GHz) usable up to 12GHz

Their board is vibrant, and the author is super fast at bug fixes, enhancement etc.
