GPS tracker on what?
Smart city I presume you are referring to IoT devices, would they not be static in a city would you need to track them via GPS?  What movable smart city tech do you want to track?

in smart city I bet you can just listen for wifi APs and correlate location based on that when is not there

I am referring to vehicles in smart city. So the right title is GPS tracker for vehicles in smart city

So you want a GPS vehicle tracker?  GPS doesn't just work in "smart" cities, it'll work worldwide (hence the G in GPS is Global).  You just need to send the data back normally via GSM or 2G.
I am somewhat confused by your reference to smart city in this context.

OK, well for a start you need to have some access to the smart city API - if such a thing exists - as a smart city would comprise of sensors and such to monitor various things, to be able to feed into this data you need to know what you are talking to and how to talk to it (the API).
A GPS tracker can only really give certain information and that is position and speed, you may be able to wire into the OBD of the vehicle and gather other information, it could serve as a purpose to see how busy certain roads are or observe general speeds through a section of road but it would require hundreds or thousands of devices all "talking" to it to gather this information, so typically a smart city would use a radar connected over some mesh network or 4G  / 5G and not rely on the vehicles themselves.
