Function to quote only marked text portions

I don't know if this is the right place to ask. Can you implement another quote button that quotes only the text i marked?
That helps when answering to specific portions of a posting

Just cut & paste your text then use the editor to place quotes around it (insert quote is second icon icon the right bottom row)
just make sure you have your cut &pasted text highlighted before you click the insert quote icon

but that does not insert the autor as well as a link to the quoted posting like:

well you can't have everything 
usually the author will know he's been quoted or anyone else following a thread and should be able to figure it out, I know on a long 10 page thread it could be a problem doing it that way but in that case just quote the person and cut all the stuff out you don't want from the auto-generated quote. and you could just copy and paste the link to the post from the top of the quoted post but then your making things so complicated that it's just better to hit quote and live with it
