Can you say something about which type of IO you plan to use (USB,Serial, LPT)? I will strongly recommend a USB variant. But in order to build that you need a programmer to program the MCU used in the project. So it is some sort of a chicken and egg paradox Cheesy

Did you ever think to use search, with so many projects both to be found here(sonsivri), and with the help of google (outside of sonsivri), you start a new topic Huh
link to one of many, I would not want to take the fun out of your searching Tongue http://www.sonsivri.com/forum/index.php?topic=2073.0

Many people struggle with RS232 programmers, they do not work well with many USB to RS232 converters, or modern PCs. Try Google and PICKIT 2 clone, or PIKCIT clone

You should also look at Bootloaders. This can be implemented quite easy using RS232 or a USB interface on PIC18F series. You will still need a programmer to load the Bootloader code into the chip. But then first programmed you can use the Bootloader to program your chip

Do not expect cooked food with spoon feeding. Every cicruits has its on properties and will be working as per the author who had designed or re-designed it or as per the hobbyist who has constructed it. It all depend on ones own knowledge to make things work. Select a Pickit2 clone design from where ever you get it and start constructing. Post your problems so that members may try to help you out. Good luck
