fixed wrong fuse configuration for PIC programmer

some of the very famous PIC programmer can not read fuse configuration from hex file and it gives an error window such as "Error in hex file - Fuse......" especially when loading PIC18FXXX series.....

In that case, you can use following fixhex2.exe program to correct fuse values...

I did some homework and found:

The readme_ep.pdf in the ZIP is dated 11/09/2007 and seems to apply to the DIY programmer by jim robertson.
All files in the archive are dated August or September 2007.

The HLP file says:
