Hi,
     Please any one help me with good schematic circuit for detect Light of pulsing LED and give TTL output. 
     Actual application is I need to detect and count pulses from LED (Imp/Kwh) on Energy meter.

Instead of using photo sensor

why cant you try a optocoupler? like 817 etc.

Thanks for reply, 
but what I need to do is,  there will be one blinking LED (normally red) and I need to detect and count those pulses.

If your meter ic gives pulses/frequency as energy consumed then just use frequency counter ckt for it. else use IR LED and IR Detector used in Remote Control.
