Try to use vextractor ( version 3.90 o newer )
I tried several others program , but this is the best .
I got good results using my HP scanner , scanning paper printing diagrams.

Also I have tried several raster to vector S.W.
I think Vextractor v3.94 is very good but RasterVect v13.4 is the best -for my task-
unfortunately the trial version doesn't save  Cry
So.. still looking for RasterVect v13.4 (or any other previous version)

By the way I have a Portable version of Vextractor 3.94
