New rule added "copy/paste"

Existing rule modified (How To: Post) and added new part as shown below;

• Simply copy/paste from internet isn't allowed. Copied knowledge isn't worth anything. So if you gonna publish anything, you had to known about it.
  For example: "rapidshare downloader" is probably (%99) fake and we don't want this kind of stuff here. Test it before publishing.
