Hitech PICC has an IDE, it is called HI-TIDE, when you install Hitech PICC compiler. It will ask you if you want to install HI-TIDE.

Or use MPLAB IDE, its free you can download it on microchip website..

For edit and basic compile I use UltraEdit, for debug MPLAB. I'm very satisfied with this combination tools.

Its a small (~400kb) single exe portable program.
