HI THE PROBLEM WHIT OTP:
OTP means One-Time Programmable. OTP chips can be programmed once, and only once, usually by a physical process or burning extra wires inside the chip. If an OTP chip is programmed incorrectly, it can't be fixed, so be careful with them.

You best use flash ICs you can re-write 100,000 times almost
when you project is tested 100% you can use OTP or IC JW erasable UV light
but no ther is very much difference in price   OTP vs Flash IC
if you use Microchip ICs  buy:  sample  "16Fxx 18Fxx 12Fxx FLASH"    no buy this "16cxx 18cxx 12cxx OTP"
if you use Atmel   only read pdf  sample ATMEGA xx ATTINY XX  ALL ARE  FLASH DEVICES

Tell me, how do you program those 16cxx devices?
They aren't compatible with pickit 2 according to the compatibility list!

If your program are small you can use an index pointing system to point to the start of the program in an OTP.
That way you can sort of "Reprogram" OTP chips by bypassing the older program and write the new program onto the empty space.
That was what we use back in the 1990's.
There is references to this on Microchip site.
