don't think guest and inactive users can see links.

Links are currently available for everyone (inactive users, guests).
Users can view links without registering account.
While we are closed for registrations (directly) so we need to supply search function to keep users are getting their answers.
If they cant search, so our informations are useless.
Attachments are still hidden from inactive users and guests.
