I don't know what information you need. I guess you need some project with MCU for control of CD-ROM.

1.If you want just simple player for CD tracks, project is very simple. You need little MCU and several external components.In this case decoding and D/A conversion will be done inside same CD-ROM. You will only do simple control of number track, play/pause/stop/eject.
2. If you need mp3 player you must use mp3 decoder chip or most complicate variant with software decoding (in case of software decoding mp3 you must use powerful controller like ARM...).

If you haven't enough experience the best way is simple copy some project from net. You have many project of this type. Just search like: control cdrom atapi avr pic... and you will find 1000 solutions.

Here is one:

You should look at the back of you CD-ROM player. It may have a analog outout like shown in the picture. If you connect the power. The CR-ROM may start autoplay then you insert a music CD. The analog output from the CD-ROM must be connected to some sort of amplifier. it can NOT be used to drive speakers directly[

I did a search on the web, and found some Youtube videos showing how to do this. No of them do mention any need for shorting pins on the IDE. So you should at least give it try.
Good luck

Hi;

A link (Google : - ) : "Add-a-playskip-button-to-your-standalone-CD-ROM"
http://www.instructables.com/id/Add-a-playskip-button-to-your-standalone-CD-ROM-D/

"user guide" from it's step4:
" Now to see if your drive works insert a CD and don your headphones. press PLAY/SKIP button
once to start playing. press again to Skip to next track. Press EJECT to stop and press again
to eject the disk (kinda like an old tape player..."

from first page
introAdd a play/skip button to your standalone CD-ROM Drive
If you want to make a CD player from an old CD-ROM drive (view here) but the drive you have doesn't have a PLAY/SKIP button on the front.....Dont dispair, you can add one to most Cd drives
