The FTP access doesn't work via a web browser (Firefox or IE, anyway) but works perfectly if you use an FTP client (I use WS_FTP Pro 95).
I think it's because web browsers try to make more than one simultaneous connection.

That's really strange.
Unfortunately I haven't got CuteFTP installed so I can't check.

The only difference I can see is that I'm NOT using passive mode.
(I see you are - the PASV command. It seems to fail once you enter passive mode)
Try turning passive off and try again.
