I am building programmer for ISP Atmel Avr USING  AVR 910 application note i APPLICATION NOTE  atmel uses AT9S1200 CAN I USE Atemega8515L instead .

why dont you try attiny2313 or atmega8

Yes you can use atmega8515L , you may need to replace
.include "1200def.inc" file by .include"m8515def.inc"
