I haven't come across that one (that I recall) but I'll second Ahmad_k on rutracker. I always run all the comments through a translator to read them before downloading, even then.

Unfortunately Board4All.biz require to get 50 'votes' before you can do any significant download and to receive them you need to post 'fixed' software in order to be able to download.
Fair enough but those guys are like ants, before you can actually get to post something, somebody else posted it already so no chance unless you have some obscure source or you are a 'fixer' yourself.
I also am actively developing in Python for a software with application in PCB manufacturing (chances are you tried it once at least) but since it is open-source it does not count posting the builds there ...

I would consider sharing via i2p and tor. BiglyBT is great (but heavy) opensource bittorrent client with support of i2p and tor.
Also look for overlay/mesh networks hyperboria (based on cjdns) and yggdrasil (successor of cjdns, same devs).
