Could you add more explanation and what it will be used. With the numbers that you wrote it seems to me it was a memory.

1. Measure the periode T between two input pulse. 2. Output n number of pulses with T/n periode. (n = 64 for your case). 3. 1- Get the pulses using MCU counter pin and multiply the count number by 64. 2- Use multiplier IC like: AD534, AD632, etc… By the way, are you looking for analog or digital multiplier?
