I think Abbyy FineReader is the most user friendly scanner program.It's very sipmle and recognition capabilty is very very high (Turkish, German, etc special characters). It has got PDF save function. Program support wide range of recognition languages and output file formats. I also used Abbyy ScanToOffice and PdfTransformer programs they are very good too.
