I think above circuit has some weak points. There should be protection diodes for the regulator IC. If mains power was off and if there was a high capacitive load after the regulators, there would be a reverse polarised regulator and this might damage the regulator ICs such as LM317T. Connections from potentiometers to ADJ pins are also missing on the schematic. How much current will this supply and what kind of transformer is used? Seems like pin 2 of JP1 has to be the center tap. How will you heat sink all the tabs on the TO-220 packages? Not criticizing, just asking.
