The specification is a text document. What difference would an OS make?

The document there is not a necessity. Windows OR DOS C language algorithm it is necessary. For example and it begins a CNCPRO source.

I see. You want C source code for a HPGL interpreter.

The core HPGL commands are simple point-to-point commands along with pen up, pen down and pen change commands. It's easy to write your own interpreter as long as clipping or scaling command are not in the HPGL stream.

Second, HPGL interpreters or converters built in to CNC control packages are rather common, are they not?

I don't have such software as DIY homebuilt CNC is not my specialty. Perhaps another member could help.
