I am looking for a programmable chip to drive an array of leds:
1. chip should be able to control up to 16 leds or more. probably 0603's
2. chip needs to be very low power. (battery operated)
3. I would like to control intputs to make leds have different patterns
4. A nice function of this chip would be to have a fade effect for led array.
Any suggestions would be greatly apprecitated!

Use PIC16F88x or PIC16F87X any of them would do.
With a little extra programming, you could even use a 16F505 by timesharing and multiplexing some of the LEDs.
in this instance, you will only need 5 IO pins, 1 for control and 4 for driving the 16 LEDs.

Yes, you use mcu control and power supply you will be use DC-DC converter. Because low power circuit want stabilizer of power supply.

Use PCA9552D Axn,
You can control several drives by I2C interface

PIC16F870 is good choice with 22 I/O
fade efffect,pattern,etc only software
